The assault caused the temporary shutdown of the CTA tunnel and the Terminal 3 parking area.

Two more people have been arrested in connection with a robbery at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was arrested for suspected conspiracy to commit robbery. Both individuals are still being held, the force said.

The arrests follow an investigation into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Before the incident, two women had stolen from them their suitcases after getting out of a car park lift.

A toddler aged three was among the injured in the event. Five people were taken to the hospital for medical care and were later discharged.

Police arrested a 31-year-old man for suspected theft and assault near the location. He was subsequently released pending further inquiries while inquiries continue.

Police were called at about 08:10 GMT after reports came in regarding a number of individuals hurt by a noxious substance believed to be pepper spray.

The assault - an event that police said was a standalone incident and not being treated as terrorism - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
